Invitation to Bid for Online Application System for JLPT

The Japan Foundation, Manila invites sealed bids for the Online Application System for JLPT in the Philippines. Bidders should have completed a contract similar to the said Service within 1 year from the date of submission and receipt of bids. Open competitive bidding will be conducted using criteria of past accomplishments and credibility, service management, proposed plan, and quotation. Bids must be submitted with the title “JLPT Online Application System BID” to The Japan Foundation, Manila via E-mail (email@jfmo.org.ph) on or before 12:00 noon on Friday, May 9, 2022, at The Japan Foundation. The appointment of the awarded bidder will be announced no later than Monday, May 10, 2022.

Online Application System for JLPT in the Philippines

  1. Background

Japanese Language Proficiency Test (JLPT) is held in July and December every year. The test was most recently held in December 2019 in four cities (Manila, Cebu, Davao, and Cagayan de Oro) with five levels (N1 to N5), and about 12,000 examinees took the test.

To reduce the risk of Covid-19 infections and improve the efficiency of the JLPT management of host institutions, there is an urgent need to develop an online system to carry out a series of procedures, from registration to payment of examination fees, and issuance of test voucher.

  1. Date of completion of the online application system: July 31, 2022
  1. Payment method: Payment should be made upon completion of the filing of the online application system (50% of advance payment is also acceptable).
  1. Overall Description

Develop an online system that 1) allows applicants to apply for the JLPT using a PC or smartphone; 2) allows applicants to pay online and print out the test voucher without visiting the host institution; 3) can easily convert the applicant data into the format specified by the consignor, and; 4) to be connected to the registration form on the designated website of JFM or other local host institutions.

  1. Process Schedule

Construction of the system: May 2022 – July 2022

Verification of the system: August 2022

Service launch: September 1, 2022
