J-CAP (Jisedai Contemporary Arts Platform) of The Japan Foundation, Manila (JFM) and the Osaka-based art hub TRA-TRAVEL are pleased to co-organize AIR⊿ Vol.7. Artist-in-Residence Program in Osaka, Japan
The program’s primary objective is to foster cultural exchanges between the Philippines and Osaka’s burgeoning art scene, which is currently gearing up for the Expo 2025 in Osaka. JFM and TRA-TRAVEL will extend support for airfare, accommodation, production expenses, and other relevant costs to artists residing in the Philippines who are selected through a public application process.
The program will commence recruiting applicants in April 2023. JFM and TRA-TRAVEL will select the most suitable candidate(s) and invite them to participate in the AIR (Artist-in-Residence) program in Osaka, provided by TRA-TRAVEL, for 2 to 3 months. The chosen artist will be provided space at the Super Studio Kitakagaya and is expected to hold an open studio and present their work, with ample opportunities to interact with local artists and cultural experts. After their return to the Philippines, they will conduct a debriefing session to share their experiences and insights.
Creators from all mediums and disciplines are encouraged to apply for the residency program.

Applicants will be notified of the result via email. Inquiry on the screening procedure and decision will not be entertained.
ELIGIBILITY
To apply for the Osaka Artist in Residence program, applicants must meet the following criteria:
- Must be an adult aged 18 years old or older.
- Must be based in the Philippines and currently reside in the country.
- Must be an active creator, regardless of the genre of expression.
- Must have the ability to communicate effectively in English or Japanese.
- Must be active for 2 to 3 months based in Osaka between early October and the end of December. During this period, the applicant is required to hold an Open Studio at the end of October and present their results, such as exhibitions or performances, at the beginning of December. While TRA-TRAVEL will provide assistance in setup and removal, the applicant will be responsible for managing it themselves.
- Must be in good health.
- Must hold a debriefing session in the Philippines in coordination with JFM after the end of the stay.
- Must be able to travel, live, and work in Japan responsibly.
- Must be able to maintain cleanliness and take responsibility for cleaning the private room and production space during your stay.
SELECTION POLICY
Applications will undergo two screening processes. The first will be conducted by JFM with the assistance of three judges from the Philippines. The second screening will be performed by TRA-TRAVEL and their panel of judges from Japan.
In addition to the proposed research’s contents, significance, and viability, we will consider whether the proposal aligns with the organizations’ missions. Personal qualifications, such as the applicant’s career and achievements, will also be important criteria in the review process.
Criteria:
- The application should pertain to/or touch Japan as host country and contribute to international exchange in the field of art between the Philippines.
- The application content should be suitable for international exchange in the field of art between Japan and the Philippines.
- The application should demonstrate the proposed project’s significance and feasibility to be carried out in Osaka or Japan.
PROGRAM TIMELINE
- 27 April (Thursday) onwards: Application period opens
- 14 May (Sunday): Application deadline
- 30 June (Friday): Announcement of the selected artists.
- July to September: Preparation period for the travel to Osaka.
- Early October to the end of December: Stay in Osaka.
During the residency period, the Open Studio will be held at the end of October, and the results (exhibitions, performances, etc.) will be presented at the beginning of DecemberJanuary/February. The selected artist will be responsible for setting up and removing their works, with assistance from TRA-TRAVEL.
- January to March: A debriefing session in the Philippines will be held in coordination with JFM.
Please note that applicants must meet the eligibility criteria, submit all required documents, and ensure that their proposed project aligns with the Japan Foundation’s mission for consideration.

TERMS OF AGREEMENT
By applying to our program, the applicant will be deemed to have agreed to this statement:
(1) Disclosure of information on the project
a. If your application is selected, your name/organization name and project summary will be publicly announced on JFM’s website and other promotional materials.
b. If a disclosure request is made under the “Act on Access to Information Held by Incorporated Administrative Agencies” (Act No. 140 of 2001), JFM may disclose the application form submitted, except for any non-disclosure information stipulated in the act.
(2) Handling of personal information
a. Compliance with Personal Information Protection Laws
The Japan Foundation, Manila will comply with applicable personal information protection laws such as the “Act on the Protection of Personal Information”. Personal information will be properly collected, used, and controlled while adhering to relevant guidelines and regulations. b. Acquisition of personal information
The Japan Foundation may acquire the following Personal Information from applicants through the application forms, attachments, project reports, deliverables, and publicly available websites:
- Basic Information: Name, date of birth, nationality, permanent residence, gender, place of employment, job and work duties, home address, postal code, telephone number (including mobile phone number), email address, ID number, passport number, and photographs taken during or prior to the program.
- Educational and Career Information: Resume (including educational background and career history), major achievements, foreign language proficiency, overseas residence history and plan, contact information during the residence period, and other abilities-related information.
c. Purposes of use and period of personal information
(a) Based on the consent of the applicant, the Japan Foundation, Manila will use the Personal Information acquired from the applicant for screening, notification of screening results, implementation of the project, post-evaluation, communication to successful applicants and for any and all other purposes for management of applicants and successful applicants (the “Purposes of Use”).
(b) For the proper and smooth operation of the Japan Foundation, Manila projects, any information such as the applicants’ names, genders, jobs, titles, affiliations, project periods, project content, etc. will be: posted on published materials, such as the Annual Report and the JFM’s website; used for the preparation of statistics materials; and used for the formulation of future JFM’s projects.
(c) In addition to the information specified in (b) above, the applicants’ contact information (i.e., address, e-mail address and phone number) will be used to: request the applicants to answer questionnaires as follow-up to the project after completion thereof; provide a notice regarding other Japan Foundation projects; request the applicants to provide information for formulation of future Japan Foundation projects, and so on.
(d) The Japan Foundation, Manila will handle the Personal Information of the applicants for the period necessary to achieve the Purposes of Use stated above.
(3) COVID-19 Response
Due to the COVID-19 pandemic, the Japan Foundation, Manila may need to take necessary measures in accordance with the regulations and guidelines set by the relevant authorities when implementing a project. Please be aware that the JFM may need to revoke its decision, modify the conditions of the program or ask Fellows to adjust their plans, including the original Residency start date, due to changes in circumstances that have occurred after the decision was made.
